Dr. Innocent Nuwagaba has been a senior manager with over 10 years proven hands-on experience in managing procurements for community-based projects funded by bi-lateral and multilateral agencies such USAID, DFID, IFAD, WB, ADB & CARE. 

He has a PhD in Public Management and Governance focusing on Public Private Partnerships (PPP) as a mode of Procurement from North West University (NWU) in South Africa, Masters of Management Studies in Procurement and Supply Chain management, Post graduate diploma in Procurement and Supply Chain management from Uganda Management Institute (UMI), Masters of Business Administration (MBA) in Project management, Post graduate Certificate in Monitoring & Evaluation (M&E) and Bachelor of Arts in Education from Makerere University, Kampala, Uganda.

Currently, Innocent is a management consultant in East and Southern Africa Management Institute (ESAMI) with key responsibilities of conducting consultancy, research, teaching, facilitation, training and building the capacity of various participants from public service, private sector and Not-For-Profit making organizations at both international, National and local level in procurement and supply chain management, Public Private Partnerships, project planning and management, monitoring and Evaluation, Leadership skills, management skills, supervisory skills, team building, training of trainers.

He previously worked with Uganda Management Institute (UMI) as a consultant in Projects, M&E, PPPs and Procurement in the areas of training, consultancy and research mainly in strategic procurement, e procurement, public procurement & contracting management. He was a key facilitator on the Masters of Public Procurement (MPP), Masters of Management studies in procurement and supply chain management and Post graduate diploma in procurement and supply chain management.

He also worked as acting CEO, Director Programs & Head of Procurement committee with Uganda Women’s Effort to Save Orphans (UWESO) and was the executive director for Innova management consultancy.

Since 2017 to June 2023, Dr. Innocent was the main resource person for procurement and Supply chain management at ESAMI in Kampala, Uganda in the areas of public procurement and corruption, public procurement processes, procurement for consultancy services, procurement for goods, works and non-consultancy services, procurement records management, Public Private Partnerships, Project management, Monitoring and Evaluation and New World Bank Procurement Framework.

He the member of the Institute of Procurement Professionals of Uganda and has done a number of consultancy assignments in the various areas of procurement management, project management, Monitoring and Evaluation (M&E) such under the WB Project of Global Education Partnership (GEP), the Netherland’s Initiative to support Higher Education (NISHE) & the ADB technical support Project. He is also well acquainted with procurement guidelines for WB and ADB such as the new World Bank Procurement Frame work &Project Procurement Strategy for Development.

In terms of proposal writing for resource mobilization, he has won funding worth of over 100 million Ug. Shs from Baylor College of Medicine for Uganda Management Institute (UMI) and supported transparency international proposal writing that subsequently won her a grant of 5 billion Ug, Shs from Democratic Governance facility and did capacity building for her staff in proposal writing.

In terms of research, he is the Pioneer Chief Editor of African Journal of Public Administration & Environmental and has published over 40 research paper.

He has reviewed over 25 journey articles from different international journeys.

He has supervised master’s research for over 72 students to completion and examined over 23 master’s dissertations.

He is currently the co-editor of the text book of Public Private Partnerships in Africa that is in process of being published by Sydney Wedbush in Lexington Books

In terms of course, curriculum and materials development, he has developed the courses of procurements of WB projects, post graduate diploma in community development, managing oil and gas projects, module reader for project management, project design and implementation at Uganda Management Institute (UMI), a hand book for records management of Rwanda Institute of Management, teaching materials for procurement and a short course for use of artificial intelligence to manage procurement in organizations for ESAMI.

In terms of information Communication Technology (ICT) skills, he is knowledgeable in e-Procurement digital solutions soft wares such as Systematic Tracking of Exchanges In Procurement (STEP) of the World Bank (WB) and Enterprise Resource Planning (ERP) system. 

He is also well versed with teaching of procurement management, project management, monitoring and Evaluation using virtual technologies such as zoom and Virtual Learning Education (VLE).
