Statement of Need

With the advent of globalization, there are growing pressures on governments and organizations around the world to be more responsive to the demands of internal and external stakeholders for good governance, accountability and transparency, greater development effectiveness, and delivery of tangible results. Governments, parliaments, citizens, the private sector, nongovernmental organizations (NGOs), civil society, international organizations, and donors are among the stakeholders interested in better performance of funded projects and programmes. As demands for greater accountability and real results have increased, there is an attendant need for enhanced results-based monitoring and evaluation of policies, programmes, and projects.

Results-based monitoring and evaluation (M&E) is a powerful approach that can be used to help policymakers and decision-makers track progress and demonstrate the impact of a given project, programme, or policy. Results-based M&E differs from traditional implementation-focused M&E in that it moves beyond an emphasis on inputs and outputs to a greater focus on outcomes and impacts with techniques for linking and tracking indicators to assess the progress of a project to achieve long-term results.

As demands for greater accountability and real results have increased, there is an attendant need for enhanced results-based monitoring and evaluation of policies, programmes, and projects.This programme will enable participants set up and implement results-based monitoring and evaluation systems. The participants will benefit from the latest M&E practices including the results and participatory approaches.

Who Attends

The course is designed for managers, project coordinators and officers working and dealing with the functions of monitoring and evaluation of development projects in governments, development organisations, NGOs, donor organisations and parastatals.

How participants will benefit

At the end of the programme, participants will be able to:

  • Develop and implement an M&E system which is results-based;  
  • Undertake impact evaluation of projects and programmes;
  • Undertake stakeholder analysis for effective M&E functions;
  • Develop TORs for impact evaluation.
