In a multi-party democracy, party interests dominate; personal interests are high and the elected and nominated members of parliament wield influence and power. Leading leaders is not a walk in the park. It requires mastery of laws, regulations and guidelines on the one hand, astute negotiation skills and ‘above-the-cut’ interpersonal skills for one to deliver on the job. Clerks and Deputy Clerks are technocrats, not politicians.
