Statement of Need

The main concern of impact or outcome evaluation is the identification of the causal effect of development interventions and their defined outcome. On the onset, development programmes appear to be promising and yet fail to deliver on their promised outcomes. The obvious need for impact evaluation is to help policy makers decide whether programmes are generating intended effects; to promote accountability in the allocation of resources across public programmes, and to fill gaps in understanding what works, what does not, and how measured changes in well-being are attributed to a particular project or policy intervention.

This course therefore will enhance participants understanding of the theory and practices in impact evaluation to enable them design and conduct impact evaluations to serve the above purpose. This course focuses on introducing the participants to impact evaluation designs, planning and management of the evaluation process, conceptualizing the theory of change for use in impact evaluation and skills for developing a scope of work for the evaluation as well as ethical issues in impact evaluation.

The course will also enhance participant’s understanding of statistical and regression analysis for impact evaluations, equity and utilization focused evaluations, data collection, analysis, and management for impact evaluation as well as reporting and disseminating of evaluation results.

At the end of the course, the training will enhance participants’ knowledge, skills and attitudes in Impact Evaluation theory and practice, focusing on empowering them to design, implement and manage quality impact evaluations in both private and public sectors. Participants will also be able:

  • Use the various impact evaluation designs and methods for estimating impacts.
  • Plan and manage an evaluation including determining the need for the evaluation, setting up the team, developing the evaluation scope of work, budgeting for the evaluation and scheduling the evaluation process.
  • Conceptualize a theory of change and use it in designing an impact evaluation.
  • Appreciate and adhere to the ethical standards of the evaluation fraternity
  • Promote utilization of impact evaluation findings in organizations.
  • Write quality impact evaluation reports as well as developing effective report dissemination and utilization strategies to enhance organizational learning, decision making and improvement.
