Enhancing Whole of Government Governance
Modern public administration faces increasing complexity, fragmented responsibilities, and critical challenges that necessitate integrated, whole‐of‐government governance approaches. For example, modern governance challenges—such as sustainable development, public health crises, and climate change—require coordinated responses across government agencies.
As governments adopt or deepen regional governance reforms and expand the scope of public intuitions, there is a significant demand for training that equips officials with tools for multi-level governance and inter-departmental cooperation.
The course is specifically curated for: Senior Government Officials: Directors, policy advisors, and senior managers responsible for inter-departmental coordination and strategic oversight; Supervisors, project managers, and operational leaders involved in day-to-day public administration who are preparing for higher responsibilities; as well as Individuals involved in public policy formulation, regional planning, and cross-jurisdictional governance initiatives.

Week 1: Foundations of whole-of-government governance

- Exploration of contemporary regional reforms and the role of subnational institutions.
Unit 2. Challenges and drivers
- Fragmented mandates, inter-departmental silos, and diverse cultural expectations.
- Addressing regional inequalities and enhancing public service efficiency
- Successes and limitations in current governance structures.
Week 2: Implementing Whole-of-Government Governance
Unit 3. Strategic capacity and planning
- Techniques for strategic planning, capacity development, and performance evaluation in integrated governance frameworks.
- Tools for monitoring, evaluation, and continuous improvement.
- Best practices in engaging a wide range of stakeholders, including public, private, and civil society actors, to enhance transparency and mutual accountability.
