Statement of Need

The Border and Security Management training program is designed to equip individuals and organizations with the knowledge, tools, and skills to develop and implement effective border and security management policies. The training aims to provide participants with a comprehensive understanding of the international border governance framework and the ways in which border and security management can be planned, implemented, and evaluated in a way that benefits security and trade.

This training aims to equip border security officials, law enforcement agencies, and policymakers with the necessary knowledge and skills to effectively manage borders and address emerging security challenges. It covers a range of topics related to border management, including risk assessment, border control measures, customs procedures, and international cooperation.

Who Attends

At the end of the programme, participants will be able to:

  • To provide participants with an overview of the concept, importance, and historical and contemporary context of border and security management.
  • To equip participants with the knowledge and skills necessary to analyze and understand the international legal frameworks and standards governing border and security management, including the United Nations Comprehensive Convention on International Terrorism.
  • To teach participants effective intelligence-led border management strategies, including risk assessment and profiling systems, border surveillance technologies, and strategic communications.
  • To enable participants to understand the interface between trade facilitation and border and security management processes and develop effective strategies for trade facilitation.
  • To provide participants with an understanding of the concepts and principles of Integrated Border Management (IBM) and the importance of inter-agency and cross-border cooperation in effective border management.
  • To teach participants the practical steps required for managing border crossings, including the development and implementation of effective border management policies.
  • To provide participants with the skills and knowledge required to monitor and evaluate the effectiveness of border and security management policies and recommend areas for improvement.
