Dr. Hadija Amiri Kweka
Dr. Hadija Amiri Kweka is a senior management consultant and public health and health systems specialist with more than 23 years of experience in strategic planning, leadership development, institutional strengthening, policy engagement, program management, research, and monitoring and evaluation. She supports government institutions, development partners, universities, and regional and civil society organizations in translating policy and evidence into implementable strategies and measurable results.
Her consulting expertise spans organizational and health-sector transformation; strategy development and implementation; public-sector governance; leadership and management capacity development; results-based management; evaluation and applied research; stakeholder engagement; and evidence-to-policy translation. She is an experienced facilitator and adult-learning practitioner who has designed and delivered management and planning programmes at national, regional, council and health-facility levels.
She has made significant contributions to Tanzania’s health-sector policy and planning, leading the development of the Human Resources for Health and Social Welfare Strategic Plan 2014–2019, contributing to its 2020–2025 successor, and revising the Comprehensive Council Health Planning Guideline currently in use. Under UNICEF’s Lead4PHC initiative, she led the revision of national health management and leadership training materials and developed the accompanying implementation manual, M&E framework, and a pandemic management leadership module. Her regional experience includes coordinating postgraduate surgical education through the College of Surgeons of East, Central and Southern Africa and leading the University–Industry Linkage portfolio under Tanzania’s Higher Education for Economic Transformation Project. She currently advises Canada’s health development cooperation in Tanzania and leads the Enhance Tanzania Foundation.
She holds a PhD in Health Planning and Decentralization from the University of Leeds (UK), an MBA from ESAMI, and an Advanced Diploma in Public Administration from Mzumbe University.
