Costa Hofisi

Costa Hofisi is an NRF-rated professor of public administration specialising in the area of digital transformation and innovation in the public sector and the founding research director of the Afrocentric Governance of Public Affairs Research Entity at North-West University.

He has published more than 100 articles and book chapters, and graduated at least 25 PhD students and more than 25 Master’s students.

He has been appointed by the Presidency in South Africa to work on several projects, including evaluating the implementation of the State of the Nation Address commitments made by the President.

He was recently appointed to train the Presidency’s policy research services unit to write policy briefs and research articles.

He has several research awards, including the Exceptional Researcher Award. His recent book, published by Routledge in 2025, is titled “Public Sector Innovation in Southern Africa: Insights from Zimbabwe and South Africa.”

Recently, he was appointed to a Panel of Experts whose work fits into the work of The Presidency and the Sustainable Development Goals Initiative partnership under the theme “the National Policy Development Framework.
