Implementing Balanced scorecard in the Public Sector Institutions
Performance management systems that support effective strategy implementation are needed in all government institutions. Simplifying and communicating the strategic plan so that it is understood and effectively communicated is a ‘must do’ for any organization that wants to address the inherent structural conflict between strategy and organizational design and dissonance between long term planning and operational issues. This programme takes participants through the balanced scorecard perspectives (learning and growth, business processes, customer’s/stakeholders’ satisfaction and financial) and delves into the importance of aligning vision, people, management and resources in a manner that enhances strategy implementation and dramatically improves organizational performance. A comparison between various performance management approaches and the Balanced Scorecard is made.
Directors in charge of planning and the employees working in those departments, economists in the ministries of national planning, economists in charge of planning in the ministries, directors of performance management and performance contracting, senior officers working in public service commissions, champions of public sector reforms.
At the end of the performance, participants will be able to: –
- Develop a whole of government strategy map based on long term national vision;
- Formulate a strategy-based scorecard system;
- Develop skills and strategies that align and rally the human capital towards attainment of key strategic objectives;
- Cascade the strategy to departments and individual level.
