The availability of drugs and other essential supplies determine the success of any health program. Without a reliable supply of contraceptives, a family planning program cannot serve its customers; without appropriate drugs, a tuberculosis program cannot offer treatment. To forecast, quantify, and procure any commodity requires the ability to effectively and efficiently allocate existing and future resources as well as manage the procurement process. The efficient management of health commodities is imperative in the current environment of increasing demand and limited resources. Therefore effective inventory management of health commodities determines to a greater extent the effective delivery of any health system. It has an impact on all functions of any health system including finance. To be effective health systems need to manage health commodities in a logical and consistent manner.

Learning Duration: 3 weeks
Starting: 2 Jun 2014 Ending: 20 Jun 2014
Fees: 2200 USD
Payment Details: to cover tuition and training materials only.
Rationale
The implementation of Environmental Impact Assessment (EIA) of projects has now become a legal requirement in every country in Africa. Development projects initiated by governments and investment projects initiated by the private sector have to undergo a comprehensive EIA if they are deemed to be potentially damaging to the environment. Environmental Impact Assessments guide project proponents on the selection of appropriate mitigation measures that can be integrated in project design in order to improve the environment. Currently, many EIA studies are not done properly due to lack of the required skills in Africa. As a consequence, decision makers often have no clear idea as to what type of information is needed to make rational and timely decisions when appraising projects. Furthermore, too much emphasis is often given to data collection, and not enough on their analysis, interpretation, and their overall environmental implications. Another major problem stems from the fact that monitoring and evaluation of the actual environmental impacts of projects are mostly inconspicuous. The absence of proper monitoring and evaluation is now a major handicap for rational environmental management.
Objectives
The purpose of this training programme is to create awareness and build capacity among the stakeholders to understand the importance of EIA in all development projects and as a tool to achieve sustainability. The main objectives of the training are to:
Introduce participants to EIA and EIA procedures
Enable participants acquire basic EIA knowledge

Acquire skills for the preparation of environmental management plans (EMP)
Acquire techniques for monitoring environmental impacts
expose participants to the participatory methodologies of EIA
Use EIA case studies to expose participants to hands-on exercises
Create awareness among the planners to give due importance to environment related issues in their development plans

As health systems are highly context-specific, there is no single set of best practices that can be put forward as a model for improved performance. But health systems that function well have certain shared characteristics. They have procurement and distribution systems that actually deliver interventions to those in need. They are staffed with sufficient health workers having the right skills and motivation. And they operate with financing systems that are sustainable, inclusive, and fair. Most countries are concerned with the efficiency of health services delivery. Despite the level of resources devoted to hospitals and the health sector, there is a growing gap between available and required resources. This gap has led many countries to explore ways to generate additional revenue resources for their hospitals and health systems. However, there is need for effective management of the costs of operating hospitals to reduce wastage. WHO estimated that wastage accounts for as much as 40 per cent of the available resources for health services in the Americas (Parker and Newbrander, 1993). A study in Malawi estimated that simple management correction of inefficient practices and costing could result in a savings of 44 % of that nation's major hospital non-personnel recurrent costs. Adequate cost information can help set accurate prices, increase revenue and enable hospitals to achieve service delivery objectives.
