Efforts at reforming Africa’s civil and public service begun in earnest in the 1980’s. The emphasis of the reforms shifted from a predominant concern for macroeconomic policies to managerial and structural changes within the civil and public services and public sector as a whole. These changes saw the introduction of Result Based Management (RBM) for the Public services to focus on higher results like outcomes and impact as opposed to focusing on processes.
