Course Title: Advanced Goods and Equipment Procurement

COURSE OVERVIEW

In order to improve the procurement process and expedite the implementation of development projects, ESAMI in collaboration with the World Bank, has designed a series of procurement training programmes covering:

  • Works Procurement and the Selection of Consultants

  • Goods and Equipment Procurement.

This program is a follow up to the Basic Goods and Equipment course given earlier. It is assumed that participants are familiar with the World Bank Procurement Guidelines and the Standard Bidding documents for Goods as these will only be reviewed briefly. In line with the Basic Course, the program is based on world Bank Procurement Guidelines, procedures and documentation as a benchmark of internationally accepted goods procurement.

 

WHO SHOULD ATTEND?

The program is open to those that have attended the Basic Goods and Equipment Program offered by ESAMI or any other similar course. Such participants may include middle to senior level public sector procurement staff, including staff of projects funded by International financing institutions (World Bank, African Development Bank etc.) and bilateral donors as well as Central Tender Board officers and Municipal Council officers handling tenders.

 

HOW PARTICIPANTS WILL BENEFIT

At the end of the course participants will be able to:

  • Handle large scale projects in the power/energy, telecommunications, power transmission, water sector, etc, which are characterized by part works and part equipment on single responsibility basis.

  • Interpret World Bank Standard Bidding Documents related to Goods and Equipment including the Guidelines for Goods and Works, Prequalification Document, SBD Goods and SBD Supply and Install and Standard Bid Evaluation Document.

 

TOPICS INCLUDE

  • The procurement process and procurement methods;

  • Review of the Procurement Guidelines;

  • equipment specification

  • Types of Contracts: Single Stage and Two Stage Bidding Processes

  • The bidding documents;

  • The SBD Goods - A comprehensive review;

  • The SBD [Supply and Install] – A comprehensive treatment;

  • Bid evaluation with particular reference to life time costing and treatment of deviations;

  • Preparation of bid evaluation report;

  • Currencies;

  • Incoterms;

  • Letters of credit;

  • The bank review process;

  • Case studies and comprehensive procurement activities.
