Change is the only constant in the globalised world today. Public sector leaders and managers have to constantly plan and implement competitive changes in policy formulation and in the delivery of service to well informed citizenry for the government of the day to remain relevant, responsive and responsible. Traditional systems are changing and so are the development partners. At the national level, there is increased geo-political positioning and repositioning so as to improve the country's competitiveness. Public servants have to be in the forefront of identifying new avenues for change, implement and manage change in their sectors and across sectors.
